Kentucky House Passes Slots Legalisation Bill - 06-29-09


June 29 - Gamblers in Kentucky have some good news. A bill proposed by Governor Steve Beshear to allow video slots terminals at racetracks has gone through the House of Representatives. The senate vote, however remains to be seen. The senate packs a Republican majority, and the Senate President David Williams is vocally against the bill. He threatened that he would end the session rather than bring any gambling bills to a vote.

The Governor estimates that the bill would help raise about $627 million, but Senate President Williams believes that the state would be better served by increasing the state's take from the lottery.

While few, if any, Republicans support the bill, and not all House Democrats voted in favor of it, the bill is supported by the Kentucky Horsemen?s Benevolent And Protective Association. The legislation commits 15.5% of any revenue to breeding funds and improving purses.

Not all of the bill's supporters are pro-gambling. Rep. Robin Webb cited the exact opposite as her reason for supporting the bill. She said that the new bill would limit gambling to venues where gambling is already taking place and would likely take any other gambling expansion bills off the table for a while.

One primary reason that many Representatives supported the bill is the boost it would give to the school system. There are many public schools with buildings in very poor shape which would receive funding without a need for matching funds from the school district. Another reason that there is such wide support for the bill is the fact that it would create thousands of jobs in Kentucky.
